For a while Microsoft was offering VM’s configured for various platforms for download, but they have cut out both XP and IE7. Â However the links have been collected, and can be downloaded here:

The VMWare VM’s run fine on Windows even though they are named for OSX, although I did have to add in a NIC to the VMX. Â It’s a great way to use a quick & disposable Windows XP/Vista/7/8/8.1/10 machines. Â Although there isn’t a IE 7 for Windows XP, it’s trivial to upgrade XP / IE 6 to IE 7.
