I’m hoping one of the replacement Alt-Tab implementations (such as https://github.com/hdlx/AltAppSwitcher) just gives us something as close as possible to the old Alt-Tab dialog.

As for Notepad, go to Settings → Apps, and uninstall it there, that will give you the old Notepad back. Afterwards import https://eternallybored.org/misc/win11/FixNotepadAssociation.reg to get Windows to allow you to associate files with classic Notepad again.
